Ukrainian REACH Regulation and upcoming compliance deadlines

Flint Group continues to monitor and act on changing chemical regulations to ensure that all substances used and imported across our global operations remain fully compliant. This update provides information on the Ukrainian REACH Regulation – known as UA REACH – and outlines important requirements, the revised registration timeline, and what we are doing to maintain compliance.

What is the Ukrainian REACH Regulation (UA REACH)?

The UA REACH Regulation, officially known as the Technical Regulation on the Safety of Chemical Products, marks a significant step towards establishing a national chemical management system for Ukraine in line with existing European standards. It closely aligns with the EU REACH framework and was introduced to protect people and the environment by regulating chemicals manufactured in or imported into Ukraine.

Scope and obligations

UA REACH establishes a system for the registration, evaluation, authorisation, and restriction of chemicals used in the Ukrainian market. Under this regulation, any company manufacturing or importing 1 tonne or more of certain chemicals is required to pre-register them. After the pre-registration period has passed, the substances will need to be registered by their respective deadlines, which can vary depending on annual volumes and on how hazardous they are.

Companies exporting into Ukraine may appoint an Only Representative to manage their importer obligations.

Key timelines and deadlines

This regulation was officially approved on 23 July 2024 and entered into force on 26 January 2025, with the initial deadline for pre-registration set for exactly a year later. However, in December 2025, the Ukrainian government announced that all deadlines included in UA REACH have been extended. This includes the pre-registration phase, which will now run until 26 January 2027.

Other updates to the UA REACH registration deadlines include:

  • Registration of carcinogenic, mutagenic, or reprotoxic substances ≥ 1 t/a: 1 October 2028 (from 26 January 2026)
  • Registration of substances very toxic to aquatic life: 1 October 2028 (from 26 January 2026)
  • Registration of substances ≥ 1,000 t/a: 1 October 2029 (from 1 October 2026)
  • Registration of substances 100-1,000 t/a: 1 June 2031 (from 1 June 2028)
  • Registration of substances 1-100 t/a: 1 March 2033 (from 1 March 2030)
